PROJECT MANAGER

Humanitarian Assistance Society (HAS) is a non- profit, non-political, and non-governmental organization. It is registered with the Ministry of Economy under license # 5824, HAS works to support the struggle against poverty, hunger, and social injustice. We work in a variety of sectors including health and nutrition, water, sanitation and hygiene (WASH), good governance, capacity building, social justice awareness-raising, advocacy, and human rights promotion and protection. HAS has been helping vulnerable Afghan communities since 2005 through launching different interventions in more than 30 provinces of Afghanistan.

ABOUT THE PROJECT

RELEVANT EXPERIENCE

• Minimum five years of relevant professional experience, including project management of community engagement, social cohesion or related development programmes in Afghanistan.

• Eight or more years of relevant experience, particularly with UNDP or other UN-funded programmes, will be a strong advantage.

• Demonstrated ability to supervise field teams, manage work plans and budgets, coordinate with authorities and communities, and produce reliable technical and financial reports.

SKILLS AND COMPETENCIES

• Practical project leadership, planning, field-team supervision, reporting, budget monitoring and problem-solving skills.

• Knowledge of participatory planning, community accountability, protection, safeguarding, PSEA and conflict sensitivity.

• Good MS Office skills, working English and willingness to work from an assigned project field hub.

LANGUAGE REQUIREMENTS

Fluent Pashto and Dari; working spoken and written English required.

GENERAL EMPLOYMENT CONDITIONS

• Comply with HAS policies, applicable UNDP project requirements, the Code of Conduct and PSEA/safeguarding procedures before and during deployment.

• Uphold confidentiality, informed consent, inclusion, data protection, Do No Harm and conflict-sensitive implementation.

• Complete required project orientations and training; maintain accurate work records and travel to assigned field locations as needed.

LOCAL RECRUITMENT PREFERENCE

HAS will give strong preference to qualified candidates who currently reside in Paktya or Ghazni and can be based at the assigned project field hub. Familiarity with the local communities is an advantage. Applicants should specify their current province and district of residence.

• Direct implementation of the approved Technical Proposal, Terms of Reference, activity work plan and grant budget, ensuring timely completion of agreed deliverables.
• Prepare and update district-level implementation plans, schedules, staffing assignments, procurement requests and risk-mitigation measures.
• Supervise the Community Engagement & Social Cohesion Officer, PSS/PSEA Specialist and field mobilization teams; coordinate with HAS finance, administration and MEAL functions.
• Oversee community entry, transparent participatory mapping, community dialogue, neighbourhood early-recovery planning and local coordination platforms.
• Guide the formation, strengthening and functioning of Community Engagement and Oversight Committees (CEOCs), including fair beneficiary prioritization and community monitoring.
• Oversee the delivery of capacity-building for local officials and community leaders and implementation of activities designed to engage the direct participants.
• Coordinate establishment or rehabilitation of four family- and women-friendly safe spaces as set out in the approved work plan.
• Ensure community-based PSS, Psychological First Aid orientation, PSEA awareness, confidential referral pathways and safeguarding are integrated appropriately into field delivery.
• Maintain cooperation with UNDP, local authorities, community representatives and other relevant stakeholders, without compromising impartiality and Do No Harm principles.
• Ensure functioning, accessible and confidential grievance and feedback channels, including appropriate routes for women and persons with disabilities.
• Review activity evidence, attendance and verification records, gender-disaggregated monitoring information, progress indicators and qualitative learning narratives.
• Ensure appropriate budget tracking, financial documentation, procurement coordination, internal controls and timely technical/financial reports.
• Identify and manage access, security, fiduciary, social, safeguarding and operational risks; promptly escalate matters through approved organizational channels.
• Participate in UNDP coordination, joint monitoring and learning reviews, and oversee completion reports, lessons learned and orderly project closure.
