Job Summary Conduct market assessments to identify viable businesses, products, market opportunities, demand, prices, and potential buyers. Promote and contribute to the integration of cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection and Accountability to Affected Populations, in all CBI activities in coordination with relevant technical experts in the country office 4. About the Company Background on MAGNA: MAGNA is a medical humanitarian organization that has been actively working worldwide and providing humanitarian aid for more than 20 years. Currently, MAGNA implements humanitarian and health interventions in around 15 countries, with some of its largest operations in the Democratic Republic of Congo, Syria, South Sudan, Iraq, Afghanistan, and Ukraine. MAGNA delivers humanitarian assistance through direct engagement with health facilities, local health authorities, and frontline healthcare workers to ensure timely and lifesaving medical care for vulnerable populations affected by emergencies and crises. The project focuses on integrated primary healthcare services including maternal and newborn health, child health and immunization, nutrition, communicable disease management, MHPSS, referral services, and emergency preparedness and response activities. MAGNA also has previous emergency response experience in southeastern and eastern Afghanistan. In 2025, MAGNA implemented emergency health and nutrition interventions in Khost province targeting returnees, displaced populations, and vulnerable host communities through integrated mobile and facility-based services. Job Summary Job Summary:AFGA seeks qualified youth for a Last Mile Assurance (LMA) officer who will be responsible for supporting youth volunteers for last-mile assurance-related activities, with more focus on RH-related supplies and response in emergency situations. The youth in the LMA project officer will be responsible for overall project activities, overseeing and supporting the volunteers for their daily activities/ involvement, making plans for the volunteers’ activities, collecting and compiling the reports, volunteers’ capacity building, and coordination activities, including close working with the project donor. Responsibilities and scope of work: Roles and Responsibilities: Close supervision and leading of the volunteer teams in different provinces. Regular visits to the team activity sites to ensure that volunteers are able and working as per the approved ToR. Preparation of the activity plan as per the supply distribution report and humanitarian response plan. Coordination and liaison with the project activity stakeholders for smooth implementation of the project. Working closely with the project donor team to ensure that all the planned tasks are completed as per plan. Working closely with the emergency response teams to mobilize the volunteers for humanitarian assistance activities. The Project Manager will have overall responsibility for the planning, coordination, implementation, quality, financial monitoring, stakeholder coordination, risk management, reporting, and successful completion of the assigned project. Duties & Responsibilities Overall Project Management Provide overall leadership and direction for project implementation. Develop and maintain the project implementation plan. Ensure HES requirements are incorporated into construction planning. Monitor compliance with organizational, donor, contractual, and applicable national HES requirements. School and Child Safety Because the project involves school construction and rehabilitation, the HES Engineer shall give particular attention to the safety of children and school communities. Responsibilities include: Ensure construction areas are physically separated from students and school staff. Ensure appropriate barricades, fencing, warning signs, and access controls are installed. Prevent unauthorized access to construction areas. Ensure construction materials and equipment are not accessible to children. Ensure excavations, pits, open trenches, and hazardous areas are properly protected. Ensure safe routes are provided for students and teachers. Coordinate construction activities with school management to minimize disruption. Schedule high-risk activities appropriately where schools remain operational. Ensure safe temporary access and emergency routes. Immediately report serious risks to students or school communities to the Project Manager. Personal Protective Equipment (PPE) Develop and enforce PPE requirements based on site risks. Ensure workers are provided with appropriate PPE. Monitor proper use of helmets, safety shoes, gloves, reflective vests, eye protection, hearing protection, harnesses, masks/respirators, and other required PPE. Conduct regular PPE inspections. Ensure damaged or inadequate PPE is replaced. Take corrective action where workers repeatedly fail to use required PPE. Confined-space activities. Heavy machinery operations. Toolbox Talks and HES Training Conduct or coordinate regular toolbox talks. Provide HES induction training for new workers. Maintain records of all training and toolbox talks. Conduct refresher training where repeated safety violations are observed. Workers know emergency procedures. Emergency drills are conducted where appropriate. Accident, Incident and Near-Miss Management Immediately respond to accidents and serious incidents. Protection of existing school facilities and surrounding areas. Site cleanliness and housekeeping. The Engineer shall ensure contractors implement appropriate environmental mitigation measures. Construction Waste Management Ensure construction waste is collected and safely stored. Ensure waste is disposed of at approved locations. Prevent uncontrolled dumping. Separate hazardous and non-hazardous waste where applicable. Monitor disposal of demolished materials. Ensure school premises remain clean and safe. Ensure waste does not block drainage systems, access routes, or emergency exits.
