Institute of International Education Scholar Rescue Fund (IIE-SRF) از استادان، پژوهشگران و روشنفکران عمومی حمایت می‌کند که جان، career اکادمیک یا توان ادامه کار آنان در کشور مبدا یا محل اقامت در معرض تهدید است.

این برنامه به scholars تهدیدشده یا بی‌جاشده کمک می‌کند تا در دانشگاه‌ها، کالج‌ها، مراکز پژوهشی، think tankها، موزیم‌ها و سایر نهادهای مورد تأیید higher education/research در محل امن، temporary academic appointment دریافت کنند. هدف IIE-SRF حفاظت از academic freedom، حفظ دانش و فراهم‌کردن امکان ادامه teaching، research، publication و فعالیت فکری/عامه در شرایط مصئون است.

این برنامه scholarship تحصیلی عادی نیست و برای افرادی طراحی نشده که می‌خواهند degree را آغاز یا ادامه دهند؛ تمرکز آن بر scholars established و public intellectuals است که به حمایت عاجل برای ادامه کار مسلکی خود نیاز دارند.

درباره برنامه

IIE-SRF یک برنامه جهانی تحت اداره Institute of International Education است که با نهادهای higher education و research برای scholars تهدیدشده fellowship ترتیب، تمویل و حمایت می‌کند.

برنامه برای شرایطی ایجاد شده که academics/intellectuals به دلیل persecution، repression، violence، censorship، imprisonment، intimidation، harassment، political instability یا سایر تهدیدهای جدی نتوانند کار خود را ادامه دهند.

IIE-SRF فراتر از کمک مالی کوتاه‌مدت عمل می‌کند و به scholars کمک می‌کند

• به محیط اکادمیک امن‌تر منتقل یا مستقر شوند.
• research و teaching را ادامه دهند.
• فعالیت مسلکی و فکری خود را حفظ کنند.
• academic networks را بازسازی کنند.
• professional development و career guidance دریافت کنند.
• به جامعه اکادمیک میزبان سهم بگیرند.
• برای فرصت‌های آینده اکادمیک یا مسلکی آماده شوند.

برنامه از تمام کشورهای جهان و تمام رشته‌ها درخواست می‌پذیرد. fellowshipها rolling basis دارند و تصمیم‌های selection معمولاً هر سه ماه گرفته می‌شود.

حمایت‌های برنامه

• Temporary Academic Appointment:

برنامه معمولاً appointment پژوهشی و/یا تدریسی تا یک سال در نهاد partner فراهم می‌کند. host می‌تواند university، college، research centre، think tank، museum یا سایر institution تأییدشده باشد. نوع appointment به academic background، research interests، professional experience، host و placement opportunities بستگی دارد.

Fellow می‌تواند

• university courses تدریس کند.
• academic research انجام دهد.
• journal article یا book بنویسد.
• research project جاری را تکمیل کند.
• scholarly work منتشر کند.
• در صورت مناسب students را supervise کند.
• در seminars/events اشتراک کند.
• به research groups/institutional projects سهم بگیرد.

• Grant تا USD 30,000:

برای temporary academic appointment تا یک سال. مبلغ نهایی به host location، cost of living، fellowship duration/structure، host contribution و سایر حمایت‌ها بستگی دارد. پرداخت لزوماً lump sum مستقیم به scholar نیست؛ معمولاً funds به host institution می‌رود و از طریق salary/stipend پرداخت می‌شود. در بعضی موارد IIE-SRF می‌تواند installments را مستقیم به scholar بدهد.

• Health Insurance:

individual health-insurance coverage برای fellow در دوره fellowship؛ شرایط مشخص بیمه به placement بستگی دارد.

• Relocation Support:

funding برای انتقال به host institution و برخی هزینه‌های relocation از وضعیت تهدید/بی‌جاشدگی به محیط اکادمیک امن.

• Professional Development:

ممکن است شامل resource guides، academic networks، CV/cover-letter review، career mentorship، professional advising، guidance درباره post-fellowship opportunities، در بعضی موارد conference funding و language training باشد.

• Academic Visibility & Networking:

فرصت‌هایی مانند academic events، partner activities، media engagements، public discussions، scholarly presentations و سخنرانی درباره home country یا field تخصص. این فعالیت‌ها visibility، network و contribution به بحث academic freedom، displacement، conflict و knowledge preservation را تقویت می‌کند.

• Ongoing Support:

پیش، در جریان و پس از fellowship در placement، academic integration، relocation، professional development، networking، career planning و transition support. IIE-SRF با hostها برای adjustment اکادمیک و محلی fellow نیز کار می‌کند.

مدت و تمدید

معمولاً ۹–۱۲ ماه. در بسیاری موارد fellow می‌تواند برای second/final year درخواست دهد، اما renewal خودکار نیست و به assessment، funding، وضعیت fellow و host arrangement بستگی دارد. appointment الزاماً در آغاز semester شروع نمی‌شود و زمان start می‌تواند انعطاف داشته باشد.

چه کسانی می‌توانند درخواست دهند؟

Professors

استادان university/college که teaching/research را مصئون ادامه داده نمی‌توانند. evidence شامل current/previous appointment، teaching responsibilities، research experience، publications، professional contributions و threats باشد.

Established Researchers

پژوهشگران universities، institutes، policy centres، think tanks، laboratories یا نهادهای شناخته‌شده. حوزه‌ها می‌تواند Social Sciences، Humanities، Natural Sciences، Medicine/Health، Engineering، Education، Law، Economics، Political Science، Environmental Studies، Technology، Arts/Cultural Research و سایر disciplines باشد.

Public Intellectuals

برخی writers، scholars، commentators، researchers یا thought leaders که کارشان contribution مهم به public debate، intellectual life، social understanding یا academic inquiry دارد. باید quality/relevance کار، achievements و threats را نشان دهند.

Academic qualifications

Preference به افرادی با ترکیبی از

• PhD یا highest degree در field.
• significant teaching experience.
• significant research experience.
• established publication record.
• scholarly accomplishment/promise.
• clear research agenda.
• contribution به academic/professional communities.
• سابقه teaching، publishing، supervision، presenting یا research.

PhD شدیداً ترجیحی است، اما highest degree در field نیز پذیرفته می‌شود اگر مسیر آن discipline متفاوت باشد.

تهدیدهایی که می‌تواند واجدیت ایجاد کند

• targeted persecution
• intimidation
• harassment
• repression
• censorship
• arrest/imprisonment
• violence
• threats to personal safety
• threats مرتبط با scholarship، identity یا beliefs
• general insecurity، instability یا civil conflict که عملاً continuation کار را ناممکن کند.

برنامه nature و urgency تهدید را ارزیابی می‌کند. صرف lack of funding، research resources کم، محدودیت career advancement یا علاقه به opportunity بهتر کافی نیست.

Preference در assessment

• PhD/highest degree.
• significant higher-education teaching/research.
• publication record قوی.
• strong academic achievement/potential.
• immediate/targeted threats به life/career.
• recent flight from threats.
• توان contribution meaningful به host academic community.
• امکان benefit برای home academic community از طریق research، teaching، collaboration یا knowledge exchange.

پوره‌کردن eligibility guarantee award نیست.

افرادی که عموماً واجد نیستند

• Students seeking study funding:

برنامه معمولاً funding برای آغاز/ادامه PhD، تکمیل degree، academic training یا ادامه study بدون established academic career نمی‌دهد.

• Scholars displaced بیش از دو سال:

افرادی که بیش از دو سال خارج home country بوده‌اند عموماً واجد نیستند؛ exception ممکن است اگر در country of displacement نیز renewed/continuing threat داشته باشند. تاریخ displacement باید دقیق توضیح شود.

• Safe second-country citizenship/permanent residency:

افرادی که citizenship یا permanent residency یک کشور دوم امن دارند عموماً واجد نیستند.

• دو سال comparable fellowship support:

اگر فرد دو سال comparable threatened-scholar fellowship/program را تکمیل کرده باشد عموماً واجد نیست.

• General career advancement:

program برای prestige، funding بهتر، career improvement یا مهاجرت از روی convenience طراحی نشده؛ credible serious threat شرط مرکزی است.

نوت ویژه Ukrainian applicants

طبق policy ذکرشده در منبع، در زمینه جنگ Ukraine تمرکز حمایت بر fellowships در Eastern/Central Europe است و applications Ukrainian scholars برای placements در سایر بخش‌های Europe، از جمله Western Europe، تحت policy فعلی ممکن است بررسی نشود. applicants باید guidance جدید را مستقیم از IIE-SRF بگیرند.

اسناد درخواست

• Completed Application Form.

• Current CV/Resume:

باید شامل degrees، institutions، fields، award dates، current position/institution/location، employment dates، professional title/responsibilities، previous academic positions chronologically، locations/dates، publications، journal articles، books/chapters، exhibitions در صورت ارتباط، thesis supervision، conference presentations، grants، honours/awards، affiliations و سایر academic work باشد. Publication citations بهتر است publication name، authors، work title، publication date و page numbers را داشته باشد.

• Academic Statement – حداقل یک صفحه:

academic background، professional experience، research interests، achievements، teaching/research history، publications/scholarly contributions، کاری که در fellowship انجام می‌دهید و proposed research/teaching/publishing/academic activities را توضیح دهد. باید clear scholarly identity و realistic plan نشان دهد.

• Personal Statement – حداقل یک صفحه:

دلایل درخواست، threats/risks، شرایطی که safe continuation را ناممکن کرده، علت ناتوانی در ماندن/بازگشت به home country، urgency و نحوه کمک fellowship را به‌صورت specific، factual و detailed توضیح دهد.

• Reference Letters:

instructions حداقل ۳ reference letter ذکر می‌کند، اما breakdown تفصیلی دو academic/professional + دو personal را ذکر کرده؛ بنابراین applicant باید برای احتمال ۴ letter آماده باشد.

• دو academic/professional reference: research، publications، teaching، academic experience، professional contribution، expertise و intellectual contribution.
• دو personal reference: از افرادی که situation/threats applicant را می‌شناسند.

Letters باید original و specific باشند؛ referees نباید identical یا AI-generated text استفاده کنند. ترجیحاً official letterhead و مستقیم به [email protected].

• Copy of PhD or Highest Degree:

اگر PhD ندارید highest relevant degree و توضیح qualification ارائه کنید.

• Recent Research Publication Samples:

برای ارزیابی scholarship quality، competence، contribution، relevance و potential for continued work.

• Host Institution Commitment Letter – در صورت موجودبودن:

اگر host secured شده، letter intent-to-host ارسال شود؛ در initial stage اجباری نیست. IIE-SRF می‌تواند بعداً در placement کمک کند.

چهار سند ضروری برای آغاز assessment

• application form
• current CV
• academic statement
• personal statement

بقیه materials می‌تواند بعداً برسد، اما بهتر است زود آماده شود.

قواعد مواد درخواست

تمام statements باید original و مخصوص applicant باشد. IIE-SRF statements با identical language، copied material بدون attribution، generic/fabricated accounts یا مطالبی که واقعیات applicant را منعکس نمی‌کند نمی‌پذیرد. borrowed online material باید citation داشته باشد. منبع همچنان می‌گوید program strongly discourages استفاده از AI tools، شامل ChatGPT، برای ساخت application materials؛ suspected AI-generated language ممکن است assessment را منفی سازد. applicant باید statements را با کلمات خود، truthful و personally relevant بنویسد.

زوج‌هایی که هر دو درخواست می‌دهند

اگر دو spouse هر دو واجد باشند، applications را همزمان ارسال کنند. اگر spouse دوم بعد از award spouse اول درخواست دهد ممکن است بررسی نشود. هر spouse باید complete و unique package داشته باشد.

نحوه درخواست

Step 1: eligibility را از نظر academic/professional status، degree، research، publications، threats، displacement، citizenship/permanent residency و previous fellowship بررسی کنید. Step 2: official application form را دانلود کنید. Step 3: چهار سند ابتدایی را آماده کنید. Step 4: references، degree، publication samples و host letter در صورت موجودبودن را جمع کنید. Step 5: materials را به [email protected] ایمیل کنید. اگر scholar نتواند، third party می‌تواند ارسال کند. Fax/post نیز در صورت نبود email قابل استفاده است.

applications rolling است و fellowships quarterly awarded می‌شود. برای احتمال بررسی در December 2026 Selection Committee، deadline برابر 11 October 2026 است. applications بعد از آن ممکن است برای cycle بعدی بررسی شود.

• nature و urgency threats
• ability to continue productive work
• potential benefit به host
• potential benefit به home academic community

ممکن است با referees یا independent experts آشنا با academic field، country of origin، circumstances یا threats تماس بگیرد. identifying information بدون permission شریک نمی‌شود. ممکن است از applicant معلومات اضافی بخواهد.

Selection Committee

پس از initial assessment، برخی applications به Selection Committee ارائه می‌شود؛ committee سالانه چهار بار جلسه دارد و final awards را تعیین می‌کند. هر eligible applicant لزوماً به committee نمی‌رسد یا funding نمی‌گیرد؛ محدودیت resources و academic merit، urgency، threat level، placement possibility و support availability در اولویت‌بندی نقش دارد.

Host Institution Matching و contribution

hostها می‌تواند universities، colleges، research centres، think tanks، museums یا سایر institutions باشد. host باید محیط مناسب برای teaching/research/writing فراهم کند. IIE-SRF معمولاً از host انتظار دارد financial support مساوی یا بیشتر از fellowship award بدهد؛ مانند stipend، salary، housing، airfare، health insurance یا direct benefits. office space، computer، library یا lab fees می‌تواند package را تقویت کند اما معمولاً matching financial support محسوب نمی‌شود. در بعضی cases، مخصوصاً home region یا low-cost country، requirement می‌تواند waive شود.

بدون host هم می‌توان درخواست داد

بلی. host commitment initial requirement نیست. اگر host دارید letter اختیاری است. applicants بدون host نیز بر اساس eligibility، merit، urgency، funding و placement feasibility بررسی می‌شوند.

Global coverage

scholars از Africa، Asia، Europe، North America، Latin America، Caribbean، Middle East، Oceania و سایر regions واجد هستند، اگر academic/threat criteria را پوره کنند. race، nationality، continent یا discipline general restriction ندارد، هرچند بعضی regional-placement policies ممکن است اعمال شود.

نکات مهم

• threat را concrete توضیح دهید: چه اتفاقی، چه وقت، چگونه بر کار اثر گذاشته و چرا safe continuation ممکن نیست.
• clear plan برای research/teaching/publishing نشان دهید.
• detailed CV، publication list، degree docs و research samples ارائه کنید.
• statements را original و با کلمات خود بنویسید.
• references را زود آماده کنید.
• fellowship را study scholarship معرفی نکنید.

The Institute of International Education Scholar Rescue Fund (IIE-SRF) provides fellowship support to professors, researchers, and public intellectuals whose lives, academic careers, or ability to continue their work are threatened in their home countries or countries of residence.

IIE-SRF accepts applications from professors, researchers, and public intellectuals who face threats and cannot continue their work in their home countries. Scholars from any country and in any academic field or discipline may qualify. Applicants are assessed based on academic qualifications and experience, the quality and/or potential of their work, and the urgency of the threats that they face. Preference is given to scholars who: hold a Ph.D. or highest degree in their field and have significant teaching and/or research experience at a university, college, or other institution of higher learning; have an established record of published research; demonstrate superior academic accomplishment or promise; are facing or have recently fled from immediate, targeted threats to their lives and/or careers in their home countries or countries of residence; will benefit their home and/or host academic communities. Unfortunately, IIE-SRF typically cannot consider applications from individuals who: are seeking to continue their studies, including Ph.D. study, or to complete an academic training program; have been displaced or have resided outside their home countries for more than two years; hold citizenship or permanent residency in a safe second country; will have completed two years on a comparable fellowship or other program for threatened scholars.

IIE-SRF accepts applications on a rolling basis, and fellowships are awarded quarterly.
