جمعیت هلال احمر افغانستان که در سال 1934 تأسیس شد، یک نهاد مستقل و بشردوستانه است که توسط دولت افغانستان به عنوان یک نهادخیریه و بیطرف برای ادارات دولتی به رسمیت شناخته شده است. جمعیت هلال احمر افغانی سره میاشت نقش مهمی در ارائه خدمات رضاکارانه و کمک های بشری ایفاء میکند. بر اساس قانون و اساس نامه جمعیت ملی فعالیت های خویش  را مطابق با اصول هفت گانه خویش  بشردوستی، بی طرفی، استقلالیت، خدمات رضاکارانه، وحدت و جهان شمولیت غیر جانبداری انجام می دهد. از جمله، جمعیت ملی وظیفه دارد به جوامع آسیب دیده کمک کند، سرپناه اضطراری تهیه کند و اقلام امدادی را بین افراد آسیب پذیر توزیع کند. جمعیت هلال احمر از طریق شبکه ای متشکل از 7 زون ساحوی و 34 نمایندگی در ولایات میباشدکه بیش از 20000 کارمند و رضاکار آموزش دیده،با همکاری سازمان های ملی و بین المللی با در سطح کشور برای کاهش الارم بشری در طول دهه‌های گذشته، جمعیت هلال احمر افغانی سره میاشت موفق شده است که بی‌طرفی خویش را حفظ کند و از پذیرشی برخوردار است که تیم‌هایش را قادر می‌سازد تا اقدامات بشردوستانه اصولی را در سراسر خطوط درگیری، از جمله در بخش‌های بزرگی از مناطق تحت کنترل گروه‌های مخالف مسلح، انجام دهند. با حمایت شرکای خود مانند اداره محترم - فدراسیون بین المللی صلیب سرخ (IFRC)، کمیته بین المللی صلیب سرخ (ICRC)  و دیگر شرکای خویش تقویت میگردد .

Job Summary

Job Purpose

The Case Management and MHPSS Officer is responsible for the identification, intake, assessment, planning, management, follow-up, referral, and closure of cases among Marastoon beneficiaries. In accordance with the Marastoon Case Management Guidelines, the position assesses the individual needs of beneficiaries, develops and implements individualized case plans, follows up on service provision and referrals, and ensures that case and beneficiary information is accurately, systematically, timely, and confidentially recorded and managed.

Duties and Responsibilities

1. Implement the Marastoon Case Management Guidelines and carry out all stages of Case Management, from identification and intake through assessment, planning, service provision, follow-up, and case closure.
2. Identify and register beneficiaries requiring Case Management services and conduct initial and comprehensive assessments to identify their needs, concerns, capacities, vulnerabilities, and risk factors.
3. Develop an individualized case plan for each beneficiary based on their identified needs and circumstances, in consultation with the beneficiary, including agreed objectives, actions, and required services.
4. Manage and regularly follow up on assigned cases, assess progress against individualized case plans, monitor changes in beneficiary circumstances, identify challenges, and determine necessary follow-up actions.
5. Identify complex, sensitive, and high-risk cases and refer them to the Case Management and Psychosocial Counselling Specialist for appropriate technical guidance and professional support.
6. Refer beneficiaries to appropriate health, psychosocial, legal, protection, livelihood, education, and other relevant services, and follow up on referrals to ensure that required services are received.
7. Coordinate with psychosocial counsellors, social workers, health, legal, livelihood, education, and other relevant departments to facilitate appropriate and coordinated services for beneficiaries.
8. Accurately, systematically, and timely record beneficiary and case information, including assessments, individualized case plans, actions taken, referrals, follow-up activities, and outcomes in the Marastoon beneficiary information and Case Management system.
9. Maintain strict confidentiality and information security and ensure that personal and sensitive beneficiary information is accessed, used, and shared only when necessary and in accordance with authorized procedures and data protection principles.
10. Conduct regular meetings and follow-up sessions with beneficiaries to review their situation, obtain feedback, identify changes, and update individualized case plans and case information as required.
11. Prepare regular reports on case status, including active and closed cases, services provided, referrals, challenges, and beneficiary needs, and submit them to the relevant supervisor.
12. Support the collection and analysis of case information to identify common challenges and needs among beneficiaries and provide practical recommendations for improving Marastoon services.
13. Support the implementation of the beneficiary Exit Strategy and ensure that case closure takes place when agreed objectives have been achieved, needs have been adequately addressed, and the beneficiary is appropriately prepared for independent living and social reintegration.
14. Apply the principles of do-no-harm, safeguarding, informed consent, human dignity, and prevention of abuse, exploitation, and harassment throughout all interactions with beneficiaries, and report protection concerns through established mechanisms.
15. Participate in case review meetings, training and capacity-building activities, support the Case Management team, and perform other duties relevant to the position as assigned by the supervisor.
16. Give due and practical attention to all religious and cultural requirements, including appropriate observance of Hijab in the workplace and during engagement with beneficiaries.
17. Ensure the proper and responsible use, care, and protection of all equipment, materials, supplies, and vehicles assigned to the relevant department.

Perform other duties related to the position as assigned by the supervisor or head of the relevant department in accordance with the applicable laws of the Afghan Red Crescent Society and the procedures and policies of the Human Resources Department

Minimum Bachelor’s degree in Psychology, Psychological Counselling, Social Work, Law, Social Sciences, or another relevant field.

At least 3 years of relevant professional experience in Case Management, Mental Health and Psychosocial Support, Social Work, Protection, Legal Services, or related programmes.

Practical experience in needs assessment, development of individualized case plans, case follow-up, and case management.

Good understanding of Case Management, Mental Health and Psychosocial Support, Protection, confidentiality, information management, and referral mechanisms.

Ability to identify complex and high-risk cases and make timely referrals to the appropriate supervisor or service provider.

Ability to accurately register, manage, update, and maintain beneficiary and case information.

Familiarity with digital data registration and collection tools such as KoboToolbox and MIS will be considered an advantage.

Ability to prepare clear and timely reports and use case information to support follow-up and service improvement.

Good communication, active listening, problem-solving, interpersonal, and teamwork skills.

Ability to maintain strict confidentiality and handle personal and sensitive beneficiary information professionally.

Fluency in Dari and Pashto; knowledge of English will be considered an advantage.

Good computer skills, particularly in Microsoft Office Package and information management systems.

Willingness and ability to travel when required by the project.

Strong commitment to human dignity, professional ethics, safeguarding, protection, and the safety and well-being of beneficiaries.
